A seasoned government contracts attorney and former AmLaw 150 partner, Josh Duvall is an industry-recognized expert in government procurement law, particularly in bid protest litigation, small business issues, cyber, and complex regulatory compliance. With a background combining legal expertise, policy insight, and technical proficiency, Josh is a trusted advisor for defense, space, government technology, and professional services contractors navigating federal and state-level procurement. Josh is a space and defense tech enthusiast whose legal practice covers the full spectrum of government contracts matters. He has extensive experience litigating bid protests before the Government Accountability Office, Court of Federal Claims, and Federal Circuit, and has represented small businesses in size and status protests before SBA and appeals before the OHA. A recognized thought leader, he routinely advises on cyber compliance (NIST 800-171, CMMC), FAR/DFARS requirements, mandatory disclosures, contract negotiation, M&A and novations, supply chain issues, IP and data rights, grants, ethics, conflicts of interest, and national security matters. 

His technical background as an IT professional and malware analyst, along with his CISSP certification, allows him to approach government contracts from a technology-driven perspective, particularly on cyber and supply chain risk. This blend of legal and technical expertise makes him a go-to advocate for complex regulatory compliance matters and for navigating the intersection of technology, national security, and government contracting. 

Josh has testified before the U.S. House of Representatives on small business contracting issues. He is frequently sought after to speak at prominent industry conferences and regularly authors articles for, and is quoted by, leading publications such as Law360 and Bloomberg Law on emerging trends. He also runs the blog GovConJudicata, providing govcon insights and analysis for industry professionals.
